On October 21, 1980, at approximately 9:00 p.m., victim Norman Crawford was shot and killed in the area of 8th Avenue and 45th Street (Donner School). At that time, homicide detectives identified several possible suspects, including Waco Williams. Despite a lengthy and thorough investigation, investigators were unable to obtain enough evidence at that time to make an arrest.
In 2009, the Sacramento Police Department's Cold Case Unit re-examined the case. Several pieces of evidence were sent to the Sacramento County Crime Lab for additional forensic testing. Based on the results of the re-examinations, detectives were able to obtain sufficient evidence to request an arrest warrant be issued for Waco Williams.
