In early January of this year, Detectives from the Sacramento Police Department's Auto Theft Unit identified an increase in stolen vehicle recoveries in the area of Fowler Street and Elder Creek Road.  A total of 17 cars were recovered from the area within approximate a two-month period.  These stolen vehicles were being stripped of parts and dumped in that area.

An investigation was launched and information was developed that led Detective's to 6251 Fowler Court, the residence of 18-year-old Spencer Saeyang and 20-year-old Choyfang Saeyang (brothers).  This residence proved to be a chop shop.  Auto parts from at least 6 stolen vehicles were recovered.  The brothers were arrested and eventually convicted.  Spencer is serving 18 months in jail and Choyfang is serving 12 months.

During the investigation, Detective's located a 1994 Acura Integra that belonged to Spencer Saeyang.  This vehicle was assembled predominately of stolen auto parts and parts suspected of being stolen.  Many parts on the vehicle had their identifiable numbers removed or destroyed and therefore their origins could not be traced. 

This vehicle was seized and an action was brought before the court by the Sacramento City Attorney's Office asking that the vehicle be destroyed pursuant to Vehicle Code Section 10751.  The court ruled in the city's favor and granted the destruction order.  On July 8, 2009, at approximately 9:00 a.m., the vehicle was "crushed" at a local auto salvage yard.  Police want this to serve as a warning to auto thieves, their car can be next.
