In August 2012, the Sacramento Police Department, at the request of City Manager John Shirey, investigated possible criminal misconduct of former Sacramento City employee Belisa Serna-Mayorga. 

At the conclusion of this investigation, the matter was forwarded to the Sacramento County District Attorney's Office for review. 

On December 18, 2012, the D.A.'s office determined that Belisa Serna-Mayorga be charged with misappropriation of public funds, grand theft of public funds, forgery, and making or drawing worthless checks.

Serna-Mayorga has been arrested and booked into the Sacramento County Main Jail.
