On Saturday, December 29, 2012, the Sacramento Police Department has identified and arrested 27-year-old Billy Vang for indecent exposure.
On November 16, 2012, at approximately 8:00 a.m., a 22-year-old female was jogging with her dog near Duckhorn and Saintsbury Drive when an Asian male adult pulled alongside her in his vehicle. The driver of the vehicle yelled at the victim to get her attention, removed the jacket from his lap, and proceeded to touch himself. The victim shouted at the suspect then ran away. She later reported the incident to police.
On November 20, 2012, at approximately 6:54 a.m., another female was out jogging in the same location when she noticed a black sedan was following her. The Asian male driver exited the vehicle, exposed and began to touch himself in front of the 24-year-old victim. The victim ran home and called the police. She provided the investigating officers the suspect description as well as the license plate number from the suspect vehicle.
Officers from the Crime Suppression Unit delved into the cases and were able to identify the suspect in both instances as Billy Vang. The findings were forwarded to the Sacramento County District Attorney's Office for review. A warrant was subsequently issued for Billy Vang's arrest. Vang was taken into custody without incident and booked into Sacramento County main jail.
