Over the past week, while working in partnership with members of the FBI Joint Terrorism Task Force, detectives from the Sacramento Police Department have been able to identify the source of the hate speech fliers that were distributed through the midtown area on the morning of Tuesday, May 3, 2016. Detectives conducted a thorough examination of the circumstances in this case in an effort to establish whether any crimes were committed. The investigation revealed that 55-year-old Gregory Withrow, a resident of Oroville, CA, was responsible for the production and distribution of the flyers. Earlier today, Officers contacted Withrow in Oroville where he was arrested and booked into the Butte County Jail on an unrelated charge. While the distributed flyers were inflammatory and offensive, it was determined that neither their content nor their distribution constituted a violation of the law. The investigation did, however, reveal that Withrow was operating outside of the Post Release Community Supervision conditions imposed upon him which resulted in his arrest for a violation of his probation conditions. Detectives do not believe any additional persons were involved in the distribution of the flyers. The Sacramento Police Department encourages anyone with additional information regarding this investigation to contact the dispatch center at (916) 264-5471 or Crime Alert at (916) 443-HELP (4357) or submit an anonymous tip using the free “P3 Tips” smartphone app. Callers can remain anonymous and may be eligible for a reward of up to $1,000.
