As part of our ongoing commitment to transparency, the Department has released dispatch audio files, in-car camera videos, photographs of the weapons and body-worn camera footage related to the event. To protect the identities of the victims, witnesses and out of respect for the Flenaugh family, the names, addresses and phone numbers of the callers have been redacted from the recordings. Per City Council Policy, all identities of the individuals involved in the incident have been blurred.
These recordings are now available to the media and citizens through the Department’s Facebook page, Twitter account (@sacpolice) and the below “Dropbox” link. The Department is currently working towards uploading officer-involved shooting video to the Department’s website.

Prior to today’s release, the Office of Public Safety Accountability facilitated a meeting between the Flenaugh family, Interim Police Chief Brian Louie and members of the Department’s Command Staff. The goal of this meeting was to give the Flenaugh family an opportunity to review the material prior to public release. Additionally, the family was provided an opportunity to address any questions or concerns they had directly with the Command Staff.
“The death of Mr. Flenaugh is tragic and affects everyone involved; the family, the community and the entire Sacramento Police Department. This incident weighs heavily on the hearts of our officers and is a reminder of the challenges of this profession. I would like to express my condolences to the Flenaugh family during this difficult time.”
-Interim Chief Brian Louie
Per department policy, an administrative review of the shooting was conducted on May 31, 2016. It was determined that the officers’ actions were within policy. The three officers who discharged their firearms during the shooting have since returned to their regularly assigned duties.
On June 17, 2016, the investigation was submitted to the Sacramento County District Attorney’s Office for review to determine the legality of the shooting and is currently in the process of being evaluated.
