The Sacramento District Attorney’s Office has released their findings related to the Joseph Mann officer involved shooting which occurred on July 11, 2016.  Based on the District Attorney’s evaluation of the facts, they determined the involved officers’ actions to be legally justified.  Attached below is a link to the factual summary and legal analysis by the Sacramento County District Attorney’s Office.

The Sacramento Police Department understands the magnitude this incident has had on the community, the Mann family and the employees of the department.  With that, the department ensures that every officer-involved shooting that occurs in our jurisdiction goes through an exhaustive investigative and review process to ensure an accurate, thorough and transparent investigation is completed.  With the review, we take this opportunity to look at the totality of the circumstances and reflect on where the department can improve as an organization.  Our goal is to provide the highest level of service while protecting the citizens of our City.  

The Joseph Mann incident highlights the challenges that law enforcement professionals have when dealing with those suffering from mental illness.  We appreciate the renewed energy and focus on this very important issue.  The Sacramento Police Department looks forward to working with the community and elected officials to identify tools and strategies that produce positive outcomes.
