The Sacramento Police Department is excited to announce the recent addition of K9 “Finn” to the department’s K9 Unit. Funds were donated to the department by the William C. Bean Memorial Foundation. This non-profit foundation is operated by Bill Bean Sr., father of the late William Bean Jr., a Sacramento Police Officer who was slain during a traffic stop on February 9, 1999 in North Sacramento. The William C. Bean Foundation was started days after the death of Bill Bean Jr. to offer scholarships to area high schools, Sierra College and the Butte Police Academy.
K9 “Finn” is a 20 month old Belgian Malinois who recently completed POST training and is partnered with Officer Scott Harshbarger, a 16-year veteran of the Sacramento Police Department. Officer Harshbarger’s first police canine, “Brig”, was recently forced to medically retire after an on-duty injury.
It has been the passion of Bill Bean Sr. to assist the Sacramento Police Department with funding for police dogs. This passion came from the belief that additional K9 teams in the city would increase officer safety and possibly assist in avoiding tragedies like the slaying of his son. This gracious donation from the Bill Bean Jr. Foundation prevented a shortage of K9 resources which are so vital to the daily operations of our patrol personnel.
