On Thursday, May 25, 2017, at approximately 6:40 p.m., the Sacramento Police Department responded to the 3500 block of Northgate regarding a report of a female suspect on scene that was wanted in a hit and run that occurred on May 20, 2017 at the same location.
Upon arrival, officers contacted a female, whom was driving a Land Rover with damage consistent with a vehicle collision. Officers detained the female and took her statement. Officers observed surveillance video of the incident and determined the collision was possibly an intentional assault rather than a hit and run investigation. Officers on scene fully identified the female and released her, forwarding all information to the Felony Assault Investigators. The female’s vehicle was impounded for evidence.
Felony Assault Investigators took over the case and contacted additional victims and witnesses. Through investigation, detectives determined the suspect deliberately drove her Land Rover into several occupied vehicles at the business, causing minor injuries to passengers as a result of the collision. Additionally, the female suspect’s actions caused extensive monetary damage to the involved vehicles. After extensive follow-up, the assistance of the community and the help of our local media, Sacramento Police Department detectives were able to identify 38-year-old, Roslyn Phipps, as being responsible for the assault.
On June 2, 2017, the Sacramento County District Attorney’s Office issued an arrest warrant for Phipps for assault with a deadly weapon and vandalism.
Sacramento Police Department officers arrested suspect Roslyn Phipps on June 2, 2017 in Sacramento. Suspect Phipps was booked into the Sacramento County Main Jail on the above charges.
It is because of engaged community members, officers could solve this crime and prevent further criminal acts by this individual. The Sacramento Police Department believes that an engaged community, is a safe community.
