On September 6, 2017, at approximately 3:38 p.m., officers responded to the 3000 block of Great Falls Way for a call of a male subject who had broken a window of an apartment and was trying to fight with residents in the parking lot of the complex. Several other calls were received by the Police Department advising the man broke out a window to a business and was physically assaulting an older male. Officers received a detailed description of the suspect from residents who provided additional information that the man was acting erratically and was hiding in the nearby neighborhood.
The first officer arrived in the area at approximately 4:02 p.m. and was immediately directed to the area of Great Falls Way and Denison Court where he observed several citizens holding a man down on the front lawn of a residence on the 8400 block of Dennison Court. Officers were advised citizens had been in a physical altercation with the man and had physically detained him prior to police arrival.
The officer approached the man being held down by two citizens. With the assistance of the citizens, the officer placed him in handcuffs and requested additional officers. The officers called for medical personnel to respond to the scene. While officers waited for medical personnel to arrive, they recognized that the man was having a medical emergency and was unresponsive. Officers immediately began life-saving measures (CPR) until medical personnel arrived and took over.
The subject was transported by the Sacramento Fire Department to a local area hospital for treatment.
Due to the subjects life-threatening condition, the Department’s Homicide Unit as well as the scene Crime Scene Investigations Unit responded to the scene to conduct the investigation.
Representatives from the Internal Affairs Unit as well as the City’s Office of Public Safety Accountability responded to oversee the investigation.
On Sunday, September 10, 2017, the Sacramento Police Department received notification the subject had been removed from life support and declared deceased. Due to the ongoing nature of the investigation the identity of the citizens involved are not being released. The identity of the suspect will be released by the Sacramento County Coroner’s Office.
This case will be forwarded to the Sacramento County District Attorney’s office for review regarding the facts and circumstances surrounding the use of the force by the citizens prior to Police arrival. No charges have been filed and no one has been arrested in connection with this incident.
