The Sacramento Police Department has concluded the administrative investigation into the July 11, 2016 officer involved shooting involving Joseph Mann that occurred on Del Paso Boulevard. This incident was investigated by the Sacramento Police Department’s Homicide Unit and the Sacramento County District Attorney’s Office.
In January 2017, the criminal investigation concluded, and an administrative investigation was initiated to examine whether there were any policy violations. The Office of Public Safety Accountability monitored each investigation in their entirety and has had unfettered access to all the material throughout the different stages of the investigation.

The California State Penal Code Section 832.7 prevents the public disclosure of information contained in a peace officer’s personnel file pursuant to Section 1043 of the Evidence Code. Although we cannot discuss the outcome of the administrative investigation, we can say that both officers involved in this incident no longer work for the Sacramento Police Department.
As a professional law enforcement organization, we must critically assess our actions through a comprehensive and unbiased investigation process. We continually review our policies and procedures and look at the best practices nationwide to improve outcomes in all situations.
The Sacramento Police Department recognizes the significant impact this incident has had on our community and the department. Moving forward, it is vital that we continue to build trust with our community through accountability, increased transparency, and engagement. We continue to focus on improving in those areas through policy refinements, resource allocations, new technologies, improved training and an increased emphasis on engaging with the community. Some examples of those initiatives are:
· Increased training and resources in dealing with individual who appear to have a mental illness or are experiencing a crisis
· Scenario-based and Force-Option Simulator training on de-escalation of force
· Changes in our Use of Force and Discharge of Firearms policies to align with national best practices
· Provide patrol officers additional less-lethal force options when encountering violent individuals
· Provide patrol officers with Body Worn Cameras

· Public release of video associated with officer involved shootings and death in-custody incidents within 30 days.
