In January of 2019, California Senate Bill 1421 took effect, requiring law enforcement agencies to publicly disclose certain investigative records, including those related to officer-involved shootings.
We recognize the public release of criminal investigations comes with significant privacy concerns for those individuals involved. These records will contain information and material that is inherently personal and of a sensitive nature. The Sacramento Police Department supports transparency efforts, and the release of this report is done to ensure our compliance with Senate Bill 1421.
In an effort to mitigate some of the inadvertent consequences associated with the release of this report, and to avoid any unwarranted invasion of personal privacy, we have elected to take the following steps:
· The blurring of faces of all involved parties.
· Names and personal data or information of all complainants and witnesses.
· 116 photos from the scene and all photos (304) from the autopsy have not been included to prevent unwarranted invasion of personal privacy.
The records being released today include the following materials related to the investigation:
· The entire police report, with all attachments.
· All related Computer Aided Dispatch (CAD) call for service logs.
· Photos taken by Crime Scene Investigators.
All records disclosed have been reviewed and redacted to ensure the confidentiality and privacy of those involved.
