Below is a summary of the events known to us at this time. The investigation into this incident is in the preliminary stages and details may change as information becomes available.
On November 28, 2021, around 9 a.m., Sacramento Police Department patrol officers responded to the 6200 block of Lemon Hill Avenue after multiple callers reported a man armed with a firearm who was seen pointing it at several different victims. When officers arrived, they observed the described suspect standing on a second-floor apartment breezeway, still armed with the firearm. As an officer approached the suspect, there was an exchange of gunfire between the suspect and that officer.
One officer reported being struck by gunfire. It was later discovered that a round pierced their uniform pants, nearly missing their leg. No other officers or community members were injured during this incident.
A large, multi-block perimeter was established. Sacramento Police Department SWAT, Crisis Negotiation, and Unmanned Aerial Systems teams responded to assist with the search. As the incident progressed, officers received reports of a suspicious subject within the perimeter. After an eight-hour search with the assistance of multiple agency’s helicopters and unmanned aerial systems, SWAT officers were able to locate a subject who was hiding in a trash can within the perimeter. After multiple unsuccessful attempts asking for that subject to surrender, that individual was taken into custody with assistance from a police K9.
The 19-year-old male who was taken into custody received treatment for injuries sustained during the K9 apprehension. Once medically cleared, the suspect will be booked at the Sacramento County Main jail for resisting officers and assaulting a police K9. At this time, detectives are working to determine if he will be additionally booked on charges related to the original incident.
“We know that this incident had significant impacts to the community, the affected neighborhood, and traffic in the area. We want to thank the public for their assistance and cooperation while this incident unfolded,” said Sacramento Police Department Sergeant Sabrina Briggs. “We are grateful that no officers were injured during this very dangerous call and for the hard work and professionalism of our officers. We would also like to thank the numerous regional agencies who responded to assist including the Sacramento Sheriff’s Office, California Highway Patrol, and the Elk Grove Police Department.”
This incident is being investigated by the Sacramento Police Department’s Homicide Unit, Internal Affairs Division, and Professional Standards Unit. A response and investigation into the incident will also be conducted by the Force Investigation Team. The investigation will focus on policy, tactics, and training as it relates to the use of force. The Office of Public Safety Accountability and the Sacramento County District Attorney’s Office are providing oversight by monitoring the investigation.
This incident falls under the City Council’s policy on Police Use of Force as well as SB 1421. As a result, the video and audio associated with this incident will be released to the public within 30 days. Detectives are in the process of identifying and retrieving video associated with this incident.
