On July 09, 2023, just after 6:35 p.m., Sacramento Police Department patrol officers responded to the area of Jibboom Street and Richards Boulevard regarding reports of a vehicle collision involving pedestrians. The vehicle was reported to have lost control before striking the pedestrians. Upon arrival, officers located four victims on-scene, two adult females and two juveniles (ages 6 and 9) with serious or critical injuries. Officers and Sacramento Fire Department personnel immediately began performing life-saving measures. Despite these efforts, Sacramento Fire Department personnel pronounced a 38-year-old female adult deceased at the scene. Sacramento Fire personnel transported the second adult victim, and two juvenile victims to area hospitals.
The driver of the vehicle was located on-scene. During the investigation, officers determined that the driver of the vehicle displayed objective signs of intoxication. The suspect, 27-year-old Israel Campos, was arrested for felony DUI and Gross Vehicular Manslaughter.
Due to the fatality, detectives from the Sacramento Police Department’s Major Collision Investigations Unit responded to take over the investigation. Detectives and crime scene investigators conducted a thorough canvass of the area for evidence, witnesses, and additional information. The collision remains under investigation; however, investigators believe speed and impairment were a contributing factor.
The Sacramento County Coroner’s Office will release the identity of the deceased victim after next of kin have been notified.
