To provide information quickly to our community, the Sacramento Police Department is releasing pertinent video files from the September 14th Officer-Involved Shooting that occurred near the intersection of Beloit Drive and Bell Avenue.
This content is comprised of one narrated video, one body-worn camera videos, and two business surveillance videos. The videos begin with Sacramento Police Department Officers investigating a vehicle with expired and suspended registration and concludes with officers providing emergency medical aid to the individual.
All materials being released from this incident have been redacted to ensure the confidentiality and privacy of those involved. Faces have been blurred, and audio redactions are signified by muted audio.
Below is a summary of events known to us at this time:
On Saturday, September 14th, 2024 just after 4:30 p.m., Sacramento Police patrol officers were working in the area of Beloit Drive and Bell Avenue. Officers observed a blue Ford Explorer drive by them in the opposite direction on Beloit Drive. After the two vehicles passed each other, officers saw the individual suddenly park the vehicle and leave it quickly. The officers turned around to further investigate, conducted a records check of the license plate, and found the registration to be expired and suspended. The officers began to search for the individual.
Officers continued searching the area, looking for the individual who abandoned the vehicle. During that time, officers noticed that the individual was lying down on top of a nearby RV. An officer drew his firearm and began giving lawful orders to the individual. The individual stood up, pulled his pants up, and then suddenly jumped off the top of the RV in an attempt to flee. The officers immediately pursued him. The individual resisted the officer and pushed the officer in the chest. During the struggle to place the individual into custody, one round was discharged from an officer’s firearm, grazing the man’s head. Officers rendered emergency medical aid. The officer sustained scratches to his wrist and knees from the altercation.
The individual was transported to an area hospital for treatment. He was discharged from the hospital the following day and was booked into the Sacramento County Main Jail on charges of resisting arrest as well as a felony no-bail warrant for being a felon in possession of a firearm. No weapon was located on the individual when he was taken into custody. During the course of the investigation, officers located illegal narcotics inside of the individual’s vehicle.
This incident is being investigated by the Sacramento Police Department’s Homicide Unit, Internal Affairs Division, and Professional Standards Unit. An investigation into the incident will also be conducted by the Force Investigation Team. The investigation will focus on policy, tactics, and training as it relates to the use of force.
The Office of Public Safety Accountability and the Sacramento County District Attorney’s Office are providing oversight by monitoring the investigation.
This incident falls under the City Council’s policy on Police Use of Force as well as Senate Bill 1421. As a result, all pertinent video and audio associated with this incident will be released to the public within 30 days.
