Officer-Involved Shooting Video Release – 3100 Block of Occidental Drive

To provide information quickly to our community, the Sacramento Police Department is releasing pertinent audio and video files from the July 14th officer-involved shooting that occurred near the 3100 block of Occidental Drive.

This content is comprised of one narrated video. The video begins with Sacramento Police Officers responding to a call for service of a suspect saying that he was armed with a sword and trying to kill his friend and concludes with officers rendering emergency medical aid.

All materials being released from this incident have been redacted to ensure the confidentiality and privacy of those involved. Faces have been blurred, and audio redactions are signified by muted audio.

Below is a summary of the events known to us at this time: 

On July 14, at approximately 1:30 a.m., Sacramento Police Department patrol officers responded to a report of a disturbance involving a weapon in the 3100 block of Occidental Drive. The caller, who was also the suspect, reported armed with a sword and trying to kill his friend.

At approximately 1:45 a.m., responding officers located the suspect armed with a sword outside of his residence. Officers attempted to de-escalate and negotiate with the suspect to put the sword down. The officers also requested Crisis Negotiators to respond to the scene. For approximately 30 minutes, Crisis Negotiators attempted to get the suspect to put down the sword. The suspect refused, stating he wanted to end his life and that he wanted the officers to shoot him.

As Crisis Negotiators continued to speak with the suspect, he stood up, removed the sword from its sheath, and advanced toward officers, swinging the sword. At that time, officers deployed less lethal munitions. The suspect continued to advance toward officers, and an officer-involved shooting occurred. One officer fired their firearm, and the suspect was struck at least one time. Officers then detained the suspect and rendered emergency medical aid.

The suspect was transported to an area hospital by the Sacramento Fire Department, where he remains in critical condition. The suspect will be booked into the Sacramento County Main Jail for assault with a deadly weapon on a peace officer and resisting arrest.

The weapon pictured was recovered at the scene. 

This incident is being investigated by the Sacramento Police Department’s Homicide Unit, Internal Affairs Division, and Professional Standards Unit. An investigation into the incident will also be conducted by the Force Investigation Team. That investigation will focus on policy, tactics, and training as it relates to the use of force. 

The Office of Public Safety Accountability and the Sacramento County District Attorney’s Office are providing oversight by monitoring the investigation.

This incident falls under the City Council’s policy on Police Use of Force, as well as SB 1421. As a result, all pertinent video and audio associated with this incident will be released to the public within 30 days.
