On March 28, 1999, the Sacramento Police Department investigated the homicide of 21-year-old Alicia West in the 2800 block of 27th Street. Crime Scene Investigators and Homicide Detectives did an extensive investigation; however, no leads were generated at that time.
Earlier this year, a detective assigned to reviewing cold-cases reviewed this case and with the assistance of Crime Scene Investigators identified 48-year-old Emil Ogg of Sacramento as a suspect in this case. After additional investigation, Ogg was arrested and booked into the Sacramento County Main Jail on homicide related charges.
This arrest not only promotes public safety by holding dangerous individuals accountable, it also underscores the relentless work that our staff exhibit every day in the pursuit of justice for victims.
