To provide information quickly to our community, the Sacramento Police Department is releasing pertinent audio and video files from the November 28th officer-involved shooting that occurred in the 6200 block of Lemon Hill Avenue.
The material consists of one narrated video, two body-worn camera videos, two police in car camera videos, three audio files and one witness dashcam video. The materials being released today begin with officers' initial response and end when the suspect flees the area on foot.
All material being released from this incident have been redacted to ensure the confidentiality and privacy of those involved. Faces have been blurred, and audio redactions are signified by muted audio.
Below is a summary of the events known to us at this time.
On November 28, 2021, at approximately 9:00 am, officers responded to the 6200 block of Lemon Hill Avenue in South Sacramento for multiple reports from citizens of a male brandishing a firearm. A witness video captured the suspect, later identified as 19-year-old Jacob Armada, on the street pointing his firearm at an approaching vehicle as the vehicle backed away.
When officers arrived, they contacted witnesses who directed them to the last known location of Armada.
As they approached the apartment complex where he was last seen, the officers observed Armada walking up stairs to the second floor of an apartment breezeway. Officers began to exit their vehicles and give commands; Armada immediately turned and pointed his weapon at an officer, and they exchanged gunfire.
Armada fled, uninjured, from the scene, and a large perimeter was established to search for him. Officers and deputies from outside agencies responded to assist with the search, which lasted approximately eight hours. Armada was eventually located within the perimeter, and members of the Crisis Negotiation Team responded to his location. After multiple unsuccessful attempts asking Armada to surrender, he was taken into custody with assistance from a police K9. Armada's gun was recovered from within the perimeter during the subsequent investigation.
Armada was transported to a local hospital to treat minor injuries sustained during his K9 apprehension and booked into the Sacramento County Main Jail for the attempted murder of police officers, assaulting a police K9, assault with a deadly weapon, and resisting arrest.
One officer reported being struck by gunfire. It was later discovered that a round pierced their uniform pants, almost hitting their leg. No other officers or community members were injured during this incident. The investigation revealed no other officers discharged their firearms during the incident.
This incident is being investigated by the Sacramento Police Department’s Homicide Unit, Internal Affairs Division, and Professional Standards Unit. The Office of Public Safety Accountability and the Sacramento County District Attorney’s Office are providing oversight by monitoring the investigation.
This incident falls under the City Council’s policy on Police Use of Force as well as SB 1421. As a result, all other pertinent video and audio associated with this incident will be released to the public within 30 days.
Conclusions regarding if the actions of the officers involved are consistent with department policy, and the law, will not be made until all the facts are known and the investigation is complete.
